Portland spends 126 percent of what it collects in property taxes on public safety such as police officers and firefighters. To fill the gap and pay for other services, cities must rely on fees and other revenue. Oregonians started getting property tax bills last week and sticker shock came free with most envelopes. City councils across the state must ask voters to approve tax rate increases. Tax bills do go up based on increases in property value (generally limited to a 3 percent increase each year). There are plenty of other surprising aspects of Oregon’s property tax system, however, and a new report from the League of Oregon Cities highlights some particularly interesting ones.
